Interdependence and common challenges
The opening sections describe a world in which development, security and environmental challenges cross national boundaries. The paper argues that cooperation is necessary because countries’ futures are interconnected. Its proposed vision combines lasting peace, shared security, common prosperity, openness and environmental sustainability. Development and peace appear as connected international questions rather than separate policy fields.
Intellectual and diplomatic foundations
A dedicated section links the concept to Chinese cultural traditions, the CPC’s international outlook, earlier PRC diplomacy and ideas drawn from other civilisations. This historical and intellectual account explains how the issuer situates the proposal. It also places contemporary foreign-policy language within a longer narrative about China’s relations with the world and its understanding of common human interests.
Direction for international relations
The policy discussion addresses economic globalisation, peaceful development, relations between states, multilateralism and common human values. It advocates cooperation while recognising different development paths and national conditions. These themes give the proposal institutional and economic dimensions: the paper concerns how countries interact, how global development is organised and how international problems are addressed together.
Initiatives and practical cooperation
The final substantive section discusses Belt and Road cooperation and the Global Development, Global Security and Global Civilization initiatives. It also covers relationships with different regions and cooperation across policy fields. The document therefore offers a map from a general foreign-policy concept to specific initiatives through which China presents its contribution to international development and cooperation.
Document date: 26 September 2023. The later directory date in the Ministry of Foreign Affairs URL does not change the white paper’s date. Its account of initiatives and achievements is that of the Chinese government; it is an official policy presentation rather than a jointly negotiated international instrument.
